전북특별자치도지역아동센터14시군연합회(채현주 대표. 이하 지역아동센터 종사자 일동)는 15일 전주비전대학교 컨벤션 홀에서 ‘전북형 아동돌봄과 미래 대응-꿈꾸는 아이들의 돌봄과 미래’정책토론회를 개최했다.
이날 토론회는 김관영 전북특별자치도 도지사와 서거석 전북자치도 교육감 축사(영상)를 시작으로 도내 지역아동센터 돌봄 종사자 560여 명이 참석한 가운데 열띤 토론의 장이 되었다.
이번 토론회는 도내 지역아동센터 20주년 및 전북특별 자치도 전환에 따른 미래사회 아동돌봄 운영방안에 대한 모색과 지역사회 다채로운 돌봄체계(늘봄학교, 다함께 돌봄센터 등)확대에 따른 지역아동센터와의 ‘상생·공유·함께돌봄’의 역할 분담, 연계 도모, 전북지역형 돌봄 정책운영의 체계화에 따른 돌봄 복지 실현 구현과 돌봄 종사자 처우 개선 및 근로의욕 고취에 따른 지속가능한 일자리 창출에의 돌봄환경개선 등에 대한 각계 인사들의 활발한 논의와 열띤 토론회 장으로 소중한 의견을 청취하는 자리가 되었다.
이날 토론회에서는 각계 다른 분야 전문가들이 참여한 가운데, 김광혁 교수(전주대학교 사회복지학과)의 “아동돌봄 제도 변화에 따른 미래 준비”라는 제목으로 주제 발표에 나섰다.
김광혁 사회복지학 교수는 “현 아동복지 환경과 정책 변화에 따른 현황과 돌봄정책 강화에 따른 복지부, 여가부, 교육부 등 통합돌봄체계 구축, 지역사회에 다채로운 돌봄체계 확대에 따른 지역아동센터의 이슈 등 상생과 공유, 함께 돌봄에 대한 역할과 과제, 마지막으로 돌봄복지 종사자의 낮은 처우 개선을 통한 근로의욕 고취 등 지속가능한 일자리로 자리매김 할수 있도록 국가와 지자체의 노력과 의지가 중요하다”고 말했다.
첫 토론자로 나선 전북특별자치도의회 박정희 윤리특별위원장은 “현 정부가 갑작스럽게 시행된 돌봄정책인 늘봄학교 운영에 대한 역할 부재 및 기존의 늘봄학교 역할을 하던 지역 내 돌봄기관과 민간시설 등의 방향성은 어떻게 할 것인지에 대한 고민 특히 전북을 비롯해 전국에 운영중인 지역아동센터 존립문제 해결과 더불어 20여년 동안 지역 내 돌봄을 전담하며 그 전문성을 길러왔음에도 여전히 낮은 처우 개선 방안에 대한 모색을 강구해야 한다”고 밝혔다.
‘아동 중심의 돌봄체계 전환’이라는 주제로 발표한 옥경원 대표(한국지역아동센터연합회)는 현 정부가 유독 늘봄학교에 집중돼 있는 돌봄정책은 지역아동센터에는 출발선이 다른 차별적 요인으로 인식되며 지방정부와 늘봄학교의 재정 지원 기준이 일원화 되지 않고 시스템마저 분절되어 이용자나 공급자도 불편을 초래하고 있다라고 밝혔다.
이에 수요자, 아동 중심의 돌봄 체계를 위해 차별없는 온전한 거버넌스를 이루기 위한 지방정부의 역할과 마을 돌봄과의 통합에 대한 의견을 제시했다.
또한 최선숙 전국지역아동센터협의회 사무총장은 “지역아동센터 종사자 처우 및 지위향상 등을 위한 개선방향에 대해 발표하였다. 각 시도별 호봉제실시 이후 준수율, 최대 인정 호봉 연한 등 재조정을 통한 처우개선이 필요하고 지속가능한 아동돌봄 종사자로써 자리매김을 위한 고용의 질 개선이 필요하다”고 역설했다.
또한 김선우 전북특별자치도교육청 장학관은 지역사회 인적, 물적 자원을 활용한 전북형 늘봄학교에 대해 설명했다. 학교 안 밖 늘봄 내실화를 위한 지역사회 기관과의 협력을 통해 지역사회의 돌봄 기능을 강화하고 돌봄기관과 협업하여 상생하기 위한 전북형 늘봄학교가 필요하다라고 밝혔다.
늘봄학교와 지역아동센터를 비롯한 다양한 지역사회 돌봄기관들과 연계 협력 방안에 대한 주제로 발표한 이동숙 팀장(전북특별자치도 복지여성보건국 여성가족과 아동보호팀)은 전북특별자치도의 여건에 맞는 돌봄체계 구축 논의가 필요한 시점의 대응방안을 제시하며 지역아동센터가 지속가능한 지역사회의 돌봄기관으로 자리매김 할 수 있도록 함께 노력하겠다라고 소감을 밝혔다.

마지막 토론자로 나선 채현주 대표(전북특별자치도지역아동센터14시군연합회)는 이 시간에도 열악한 근무환경 속에서도 돌봄 현장의 아이들과 함께 수고하시는 돌봄 종사자들. 이들의 공통된 바램은 한결같을 것이라고 생각한다며, 오늘보다 나은 내일의 처우개선과 지위 향상이며 더불어 아동, 보호자, 종사자 3주체 협의에 기반한 모두의 권리를 고려한 돌봄 체계를 완성하는데 있다라고 말했다.
이어 돌봄의 문제는 보다 신중하고 촘촘한 설계가 필요하며 현 아동돌봄의 실태를 짚어보는 열띤 토론의 장을 바라보며 보다 바람직하고 지속가능한 돌봄의 방향에 대한 다양한 주체들이 모여 이야기를 나누며 고민하는 토론회 자리가 되었다라고 소감을 밝혔다.
또한 2023년 호봉제 도입이 현실화되기는 하였으나 아직까지는 종사자들의 경력 인정이 충분치 않은 상황으로 종사자들의 처우개선은 매우 중요하게 고려되어야 하며 장기적으로 동일노동, 동일임금, 단일임금 체계로 전환하므로 사회복지시설종사자의 지역적·유형별 격차가 최소화될 수 있도록 전북도가 지원하고 정책적 견일 역할을 수행함으로서 종사자의 행복을 제고하여 체감할 수 있는 현실적이고 보편적인 임금체계”로 만들어달라고 주장했다.
