이날 토론회에서는 전북특별자치도사회서비스원 서양열 원장이 주제발표를 통해 “우리 사회의 돌봄에 대한 인식 확산과 더불어 전국민에게 확대되어야 하는 보편적 권리로서의 돌봄이 이제는 시작되어야 한다고 강조했다.” 그래서, “지역사회의 돌봄욕구를 제대로 파악하고 행정과 민간이 협력해서, 전북형 돌봄정책을 함께 구축해 가야한다고 주장했다. 또한 14개 시군의 적극적인 참여와 우리 모두의 관심이 필요하다”며, “전북형 돌봄체계 전반에 대한 문제와 더 나은 돌봄을 위한 과제들에 대해 집중적으로 논의했다.”
이어 지정토론에서는 분야별 현장 전문가들을 중심으로 돌봄통합지원법 시행을 위한 과제들에 대해 의견을 공유하는 시간을 가졌다.
먼저 복지 정책분야에서는 전북특별자치도의회 환경복지위원회 김정수 의원이 “전북 지역의 돌봄 환경은 구조적으로 매우 취약하다며, 행정에서의 전담부서인 ‘통합돌봄과’ 등을 신설해서 지자체 중심의 돌봄 전환이 이루어지는 계기가 되도록 해야 한다”고 하였다. “의회에서도 이 법이 제대로 시행되고 정착할 수 있도록, 조례를 제정하는 등의 역할을 다하겠다”고 강조했다.
이어 보건의료 분야로 지정토론에 나선 우석대학교 간호학과 박진희 교수는 “분절적으로 작동하고 있는 기존 보건의료 연계 체계의 한계가 있다면서, 공공 보건의료기관이 적극적인 역할을 수행해야 하고 예방 중심의 건강관리도 필요하다”고 하였다. “초고령사회를 대비해 어르신들이 살던 곳에서 건강하게 노후를 보낼 수 있도록 의료, 장기요양, 건강관리를 통합적으로 관리하는 것이 중요하다”고 주장했다.
또한 전북특별자치도 고령친화정책과 성이순 과장은 “행정에서 주도적으로 역할을 집행하기에 현실적으로 행정적, 구조적 제약이 있지만, 도민들이 살던 곳에서 건강하고 존엄한 삶을 이어갈 수 있도록, 지역사회 기반의 핵심 복지 체계를 만드는데 적극적으로 앞장설 것”이라고 말했다. 또한 “14개 시군에서도 적극적으로 참여할 수 있도록 독려하고 있으며, 제도 정착을 위한 조례 제정, 읍면동 실무자 대상 교육 등의 절차도 진행할 것”이라고 하였다.
사회복지 현장에서 장애인 분야에서는 전북특별자치도장애인복지관 강병은 관장은 “발달장애인을 비롯한 중증장애인까지 지역사회 돌봄을 통한 장애인의 자립, 거주 등의 체계 마련과 지역사회 안에서 본인이 원하는 삶을 살아갈 수 있는 기반이 되기를 바란다”고 주장했다. 또한 “정신장애인의 사회적 고립 방지와 정신 안정, 회복 촉진, 지역사회 정착 등의 과제에 대해서도 돌봄이 보장될 수 있도록 해야한다”고 말했다.
전북연구원 이중섭 선임연구위원은 “전북형 돌봄정책을 추진하는 과정에서 시군과 협의하여 예산과 전담 조직 등 세부적인 실천로드맵을 구조화 해야하며, 노인, 장애인, 아동, 청년, 일반 지역주민을 모두 아우르는 구상과 정책이 될 수 있도록 면밀한 설계와 운영이 될 수 있도록 해야 한다”고 하였다. 또한 “분절적으로 작동하고 있는 돌봄 정책들이 통합되어야 하고, 보호와 요양 중심의 단순돌봄을 뛰어넘어 심리정서, 문화여가, 사회적 관계망 형성 등을 종합적으로 제공할 수 있는 통합돌봄이 되어야 한다”고 강조했다.
사회복지 운동단체인 전북희망나눔재단 양병준 사무국장은 “돌봄통합지원법에서 책임은 기초지자체에 있지만 권한과 자원은 제한적인 모순이 있다고 지적하면서, 국가주도의 돌봄정책을 위해서는 전담인력 및 예산의 확대는 필수요소라고 주장했다.” 또한 기본돌봄은 우리 사회가 나아가야 할 방향이기에 지금부터 ‘전북형 기본돌봄’에 대한 정책을 행정과 민간 그리고 지역사회가 함께 논의하고 소통해야 한다“고 강조했다.
이날 토론회에서는 전북특별자치도의회 김희수 부의장, 전북특별자치도사회복지협의회 나춘균 회장, 전북희망나눔재단 정영택 이사장의 인사말이 있었고, 사회복지 현장에서 애써주시는 사회복지기관 및 시설 종사자와 보건의료 관계자 100여명이 함께 참석하였다.
